2" Main Break on Kitty Lane

There is a 2" Main break on Kitty Lane this morning affecting Patrons on Bonanza, Dillon and Captain John Mullan.  Repair Crews are on their way, and repairs are expected to be be done no later than 3:00 PM today.  Thank you for your patience.

Per the ID Governor's Immediate Statewide Stay-Home Order that was issued this afternoon (https://www.kxly.com/idaho-gov-little-announces-immediate-statewide-stay-home-order/), the Board Meeting this evening will be conducted via Zoom, only, per the information published in a previous post.  There will not be any "in person" attendance at the Fire Station.  Thank you for your patience in these unusual times.  We are adjusting to the latest information as it happens.

Update Regarding Meeting on Wednesday, March 25th

Due to concerns expressed by Patrons, we will restrict physical attendance at the meeting on Wednesday evening at the Fire Station to the four Board Members and Legal Counsel (one Board member and the Water District Manager will log in), a total of five people.  Please call or log into the meeting per the information, posted previously, to attend.

March 25th BOD Meeting to be Phone in or Log in by Computer

To all Patrons of KCWD#1:

Due to the COVID-19 Pandemic, and in keeping with the guidelines from Governor Little's March 13, 2020 Proclamation (Link:  ID Governor's Proclamation 13Mar2020), we will be conducting the regular KCWD#1 Board of Director's Meeting on Wednesday March 25th, primarily by phone in, for audio only, or logging in via internet on your computer for video and audio, using a service called Zoom.  We recommend that you select only one of the options, but if you do both, please select video only on the computer so that you do not experience audio reverberations.  Log into the meeting prior to the 6:00 PM meeting start time on Wednesday in order to register and download the Zoom Portal.  You will not be entered into the actual meeting until the Board President, the host of the meeting, has started the meeting on the phone and her computer.

As potentially all Board members (five), the Water District Manager, and Legal Counsel will be attending the meeting in person, that leaves only three (3) seats open at the Fire House for any Patron who, in their judgement, would want to attend in person if we limit the number of people to the recommended 10.  The CDC has recommended to limit gatherings to 50, but in any case, we will arrange seating with space between them.  I will be verifying if all those listed above will be in attendance in person, but in any case, we will limit the number of seats in the Fire House to the CDC maximum recommended.

Bonanza Leak Repairs

The Board was notified Sunday morning, March 15th, that since Wednesday, March 11th,  seven line breaks occurred causing water service interruptions for the Patrons on S Bonanza Road and S Dillon Drive.   A couple of breaks were also located on Captain John Mullan Road.  On Sunday, March 15th, it was reported that a line break was discovered on E Silver Street, another five on Kitty Lane, and one on S Bonanza Road.  The five leaks on Kitty Lane have been repaired since last Wednesday through Saturday.  The S Bonanza Road leak repair was completed early afternoon on Sunday, March 15th. The Patrons serviced by these mains have had water service interruptions for 5-7 days, but water service is now restored and no additional leaks have been detected as of today.

The Bonanza area was identified as being in critical need to have mains replaced and brought up to current standards due to the fragility, and continuing degradation, of the very old (1963-64) mains infrastructure currently in use, and is a priority in the submitted plan to DEQ.  At this time, there is a possibility that emergency repairs/upgrades may be needed.  The District Board of Directors will have to explore the alternatives, as well as possible funding, in advance of being able to use loan funds authorized by the Bond which District voters approved last November.  A portion of the Bond loan funds were intended for these repairs and upgrades, but we are still in the DEQ approval process of the more encompassing Engineering Facility Plan that was submitted.

Update on 40 HP Pump

The 40 HP pump has been back up and running since last Friday afternoon.  The motor was not the problem, fortunately, but the pump's power cables had overheated and burned at a splice point, and the PLC had also failed, possibly damaged when the electrical lines failed.  Electrical cables and PLC were replaced.

40 HP Pump Motor Failure

To all Patrons:

This post is to inform you that the 40 HP Pump motor failed earlier this evening, Friday, March 6th.  This pump is our primary pump for delivering the potable water from the contact chamber into the Distribution mains, and ultimately to the Water District Patrons.  Fortunately, we have on hand a back up motor, and arrangements have been made to replace the motor tomorrow morning.  We continue to operate with the 20 HP pump, but ask that you try to conserve water use through tomorrow, Saturday, March 7th, as we anticipate that the new motor will be installed and the pump will be operating again by 12 noon.  By Patrons' conserving water, we will be able maintain reservoir levels and/or recover quickly.  Thank you.
