Allen Road Repair Update - Completed

At approximately 2:30 PM, the KCWD#1 crew began re-pressurizing the Allen Road mains.  Unfortunately, the initial repair did not hold, and had to be re-excavated and repaired again.  Re-pressurization was started again around 3:30 PM, and as of 4:30 PM, appeared to be holding. The crew will complete backfilling and clearing the road this evening.  Water Service has been restored to all affected Patrons.

The repairs were not able to be completed today due to weather conditions and isolation valve conditions, so patrons will experience low pressure through the night.  Repairs will continue tomorrow, Sunday.  Thank you for your understanding.

BONANZA REPAIR UPDATE

 The Bonanza water leak repair  was completed about 1:15 P.M. The repressurization started immediately.  Patrons be cautious on observing sediment in the water, please flush tap until clear.  Thank you for patience and cooperation.  


WATER SERVICE INTERRUPTION ON BONANZA AND DILLION RD.

There will be a water disruption for Patrons on the 1300 - 1400 block of Bonanza Rd and the 1300 - 1500 block on Dillion Rd.

Service outage will affect those areas.  The estimated repair time is 4:00 P.M.

December Board Meeting will be held on December 28, 2022

The Board of Directors usually holds the December monthly Board meeting on the third Wednesday of the month instead of the usual fourth Wednesday to accommodate the Christmas holidays.  However, this year Christmas falls in the middle of the third and fourth Wednesday, so the regular Board meeting will be held on December 28, 2022, instead of December 21, 2022.

Notice of the Board Meeting and the Agenda will be posted prior to December 28th in compliance with the Open Meeting Laws requirements.

Templin Trail Leak #5 Repaired

Templin Trail Leak #5 has been repaired, and the isolation valve opened this afternoon.  The valve will remain partially closed to lower the risk of another blow out on this main.  Templin Trail Patrons will experience lower than normal water pressures.  For those affected Patrons on the Templin Trail main, please use the following guidelines for low pressure:

What should you do if your water pressure drops below 20 PSI?

  •     Continue to use your water for showering, clothes washing, dish washing, cooking, etc.
  •     Continue to use water to wash your hands using soap and water for at least 20 seconds.
  •     Flush your water lines if discoloration occurs.
The District Board is awaiting estimates by outside contractors to replace several hundred feet of the two inch main where numerous breaks have been occurring over the past days and years.  The current plan is to get this work done next week.  

     Although this replacement will not be the final work required to bring this main up to current codes, the goal is to stabilize this part of the Distribution system until the Facility Engineering Plan work is scheduled.

Templin Trail Emergency Repairs Required Again

Late last night, the Templin Trail main ruptured in a new location (not the small leak that was seen after re-pressurizing yesterday).  Crews are back out this morning to make emergency repairs on this new Leak #5, with the goal of restoring water service this afternoon to the Templin Trail Patrons.

The Board will be holding an emergency phone meeting as soon as possible today to approve more extensive work to shore up this section to stabilize this area in advance of the scheduled Engineering Facility Plan replacement of the failing, and undersized, mains in the KCWD#1 Distribution system.

Templin Trail Leak #3 Repaired

The third leak that surfaced on Wednesday was repaired and the Templin Trail main was re-pressurized beginning around 1:00 PM this afternoon.  Water Service has been restored to all Patrons this afternoon.

There is a small leak that was located after re-pressurizing, but the system can handle this loss.  The leak will be monitored over the weekend, and repair will be done next week, as long as the leak remains small.  If the main should rupture more seriously, emergency repairs will need to be started immediately.

Templin Trail Down Again!

About an hour after re-pressurizing, another break surfaced on the same main on Templin Trail further up the line.  The second leak that was repaired today was a failure of an old splice, and unfortunately, the crew believes that another of the old splices on the line may have failed during re-pressurizing today.  A large section of the two inch main was replaced today around the old splice, but there are numerous splices that have been done over many years on this line, and some of the oldest are now failing.  The crew will begin repairs of this new break tomorrow, and also assess if there is some more extensive work required to shore up this main until it is replaced per the Engineering Facility Plan schedule.

Unfortunately, this new break requires that Patrons on Templin Trail are once again without water service.

Templin Trail Leaks Repaired

At approximately 2:00 PM this afternoon, the District completed repairs of the second leak on Templin Trail and began re-pressurizing and flushing the mains in the isolated section to restore water service to the Patrons that were affected.   Some additional restoration of the area that was excavated to make these repairs may still need to be done, but the crew will wait for more favorable conditions to complete this work.  We apologized for the inconvenience, but trust that Patrons understand the difficulty due to the extreme weather.

Patrons that have had their water service restored should flush their lines for a few minutes in order to assure that any sediments, which may have gotten into their lines, are cleared.

Update on Templin Trail Leak Repair

5:00 PM Update:  One leak was repaired but it appears that another break has appeared after re-pressurizing after repair.  Patrons on Templin Trail will continue to experience water service interruption until the second leak can be repaired tomorrow, as additional parts are needed that will be procured tomorrow morning.  ETR for second leak repair will be 4:00 PM Wednesday afternoon.

Leak Repair on S Templin Trail

A leak was discovered at 6701 S Templin Trail this morning, Tuesday, November 29th.  Water District crew on site to repair.  To isolate the leak, Patrons on Templin Trail will experience water service interruption while the repair work is performed.  Estimated Time of Restoration (ETR) is 4:00 PM this evening.

New Water Rates Beginning December 1, 2022

The KCWD#1 Board of Directors has completed their annual review of District 2022-23 budget costs and has approved new water rates for Fiscal Year 2022-23 at the November 16, 2022 Board Meeting.  The new water rates will go into effect December 1, 2022.

The fixed monthly rate has increased from $20/month to $28/month.  The variable rate remains the same at $1.50/1000 gallons.

The new rates are as follows:

Monthly Base Rate (MBWR):  $28.00/month

Metered Actual Water Use (MGUR):  $1.50/1000 gallons

Important!  During the winter months, if meters are not being read, Patrons will be billed only the Base Rate of $28.00/month ($56.00/two months).  The June bill will “true up” the billing for Patrons' actual use over the winter months, billed at $1.50/1000 gallons.  Alternatively, the District may use your past actual average use to estimate and bill for the monthly use during the winter, in order to minimize the "true up" billing in June.

Redundant Pump Installation beginning Monday, November 7, 2022

The installation of a new redundant pump at the main pump house will begin on Monday, November 7, 2022.  Keller Engineering, TML Construction, and Wapiti Consulting will all be on site to accomplish the installation of new piping, new production flow meter, new pump, with all required electrical and controls, with completion expected to be Wednesday, November 16, 2022.  KCWD#1 does not expect any service interruptions to Patrons during any of the phases of this important work.

This work represents an important step in the upgrade of the system, and significantly reduces risk of system failure to meet demand or water service interruption, due to pump failures as we have experienced in the last few years.

This important project represents the first major work in the repair and upgrade of the KCWD#1 System, per the District's DEQ approved Engineering Facility Plan.  This project is being financed directly by the District, reserving the Bond approved SRF Loan and ARPA funding for other major portions of the plan.

The planned timeline for this work is as follows:

Monday/Tuesday, Nov. 7-8:  Stage work operations in pump room; assemble new pump stack and motor.  Pre-assemble  new piping manifold with new production flow meter.  Core drill the floor for new pump and place new pump mounting pad.

Wednesday, Nov. 9:  Replace old piping with new piping; flush and pressure test new assembly for one (1) hour.  Estimate system will be offline for five (5) hours from 8:00 AM to 1:00 PM.

Wednesday, Nov. 16:  Install and connect new pump with VFD.  Test for on-line application.

Water Service Interruption moved back to Friday, September 9th!

Apologies for the back and forth!  Work went much better than expected today, so we are back to Friday, September 9th, for the planned water service interruption. 

The District is working on a project on Vista Loop to remedy a longstanding deterioration of water lines to two Patrons.  As part of that project, a contractor will be capping off an old 6" main, and connecting the rerouted water supply for the two Patrons, in order to stop the chronic active water leak from those old pipes.

The District is anticipating that the valves which will need to be closed in order to perform this work, will affect water customers on East Bonnell Rd. and the bottom of Vista Loop.  Please plan for a shutdown of approximately four hours beginning around 10:00 AM.  The service interruption may be much shorter, but worst case ETR (Estimated Time of Restoration) of Water Service is 2:00 PM.

Bay Cleaning Complete!

The bay cleaning over the last three days went very smoothly and we are back on line with very good flow from the cleaned sand filter bay.

Thank you to all of the Patrons that turned off their landscaping sprinklers and/or conserved on water use during this process.  District personnel did observe some Patrons who either did not get the message or chose to ignore the request.  Thankfully, enough responsible Patrons participated in the conservation which made it possible to take this bay offline and ensure that all Patrons had the water they needed without a drop in pressure.

CONSERVE WATER USE MONDAY THROUGH WEDNESDAY, AUGUST 29-31!

To All Patrons:

Turn off all landscape watering from noon, Monday, August 29th through midnight Wednesday, August 31st.


Watering food plants is allowed, but please practice general water use conservation during this time.


Due to the weather pattern this year, the sand filters are more quickly accumulating the surface layer that impedes water flow through the filters.  Although we have used remedial measures to try to keep the flow rates up to meet the high demand during this season of prolonged hot weather, we have reached the point that we must take a bay offline to have it thoroughly cleaned. 

This process takes approximately three days: 1) draining the bay; 2) scraping and disposing of the surface layer (schmutzdecke); and then 3) refilling and flushing the bay for 24 hours before putting it back online to produce filtered water.

Because of the high demand, and the maximum flow rates that can currently be achieved with all three bays, taking a bay offline will significantly reduce the amount of water that the system can produce, which will not be able to meet the current peak demands.  We need all Patrons to conserve water use during this process.    

We will begin to drain the sand bay at noon, Monday, August 29th, and we have a crew scheduled to clean the bay on Tuesday, August 30th.  We anticipate being able to bring the sand bay back online sometime after midnight, August 31st.

Wagon Wheel/Last Chance Leak Fixed!

District Crew was able to fix the leak at Wagon Wheel and Last Chance much sooner than expected.  Lines are being flushed and re-pressurized as of 4:20 PM.  If your water is discolored when you turn on the faucet, please flush your plumbing until clear.  Thank you for your patience.

Loss of Water Service - Leak on Wagon Wheel and Last Chance

Avista crew working in the area of Wagon Wheel and Last Chance hit one of the District Mains causing a water leak emergency.  In order to isolate the break, a main valve on Buckboard was closed to allow District personnel to repair the main.  Valve was shut at approximately 2:00 PM to stop the water flow.

Patrons on Buckboard east of Ponderosa, all of Goldrush from Buckboard to Wagon Wheel, and all of Cody Road will experience Water Service interruptions.  ETR (estimated Time of Restoration) is 8:00 PM.

The District is working on a project on Vista Loop to remedy a longstanding deterioration of water lines to two Patrons.  As part of that project, this Friday, August 19th, a contractor will be capping off an old 6" main and temporarily rerouting the water supply to these two Patrons in order to stop the active water leak from these old pipes, until the new lines are installed beginning next mid-week.

The District is anticipating that the valves that will need to be closed, in order to perform this work, will affect water customers on East Bonnell Rd. and the bottom of Vista Loop.  The planned shutdown will be approximately four hours beginning around 2:00 PM.

Water Use Restrictions Lifted

Although the reservoir did not fill completely, it is close enough to normal summer time levels to lift the water restrictions that were in place the last 24-36 hours after repairing the break in the 6 inch main on Sunnyside Rd.

System Recovery Update 10:00 PM, Thursday

To All Patrons,

After starting the morning with a very low reservoir level below one foot, the system made progress through the day with some draw down beginning in the late afternoon and evening.  The reservoir at 10:00 PM is standing at around three quarters full.

The District is asking Patrons to hold off, for one more morning cycle, any automated landscaping sprinklers so that we reach full recovery.

Thank you to all Patrons who scaled back to essential water use only, today.  It made all the difference.

Reduce Non-Essential Water Use Immediately!

To All Patrons:

As of 9:00 AM this morning, we are still not seeing any recovery of the reservoir, and have a net loss on the level.

Either the Water Emergency Notification did not get received by enough Patrons, or there are Patrons who are ignoring the request to turn off non-essential water use, e.g. landscape sprinkling systems, and reduce their water use to a minimum over the next 24 hours.

In order to avoid depressurizing the system and having to issue a boil order, it is absolutely necessary for all Patrons to reduce water use for the next 24 hours.  Essential use includes the flushing of toilets (and we are asking that you minimize that as well!), but not much else.

If you can, please walk your neighborhoods, or call, and let your neighbors know about the Water Emergency.  If you see sprinklers on, please ask your neighbors to turn them off and to monitor the blog for updates on when they can turn their timers back on.

We need everyone's cooperation!



Update on Sunnyside Leak Repair

As of around 2:30 AM, system was being slowly brought back online, but will take approximately a day to fully recover.

Make sure that sprinkler systems, and any other automated water systems, are in manual mode and are turned off until we can fully recover the reservoir.

Please continue to conserve water use for essential purposes only until further notice.


If you see watering systems on in your neighborhood, notify your neighbors of the water emergency, as they may not have received the Water Emergency Notification if they have not provided a phone number to be reached by the CallMultiplier system.

Water Emergency Notification 7:10 PM,

 Phone Message August 10, 2022 7:10 PM

This message is from the Kootenai County Water District No. 1 Board of Directors.

This is a Water Emergency Notification.

A Contractor has hit the District’s 6” main on Sunnyside just south of Captain John Mullan around 6:30 this evening.  The District crew is locating the valve to isolate it so that it can be repaired.  This main is part of the path to get water from the plant to the reservoir, so when the valve shuts the water off, we will not be able to refill the reservoir until the main is repaired, which is not expected until very late tonight, if all goes well, or not until sometime tomorrow.

Effective immediately, please turn off all non-essential water use, including, but not limited to landscape sprinkler systems, until further notice, so that the potable water in the system can be used for essential water use only.

The District expects that there will be a draw down of water in the reservoir with essential use, so any conservation of water use until further notice is required to allow for the repair of this main, and to not compromise the water system.  You may also experience lower water pressures.

At this time, KCWD#1 is asking Patrons to minimize all water use until further notice of full system recovery.

Update on Goldrush Leak Repair: 7:50 PM

Leak repair on Goldrush was completed earlier this evening, and water service restoration began around 6:00 PM.  Due to the age of the mains in this area, water pressure was brought up slowly so that hammering was minimized to avoid creating more breaks in these lines.  Full pressure was restored around 7:00 PM.  Thank you all for your patience.

A repair of a leak on E Highview Dr. has turned out to be more extensive than expected and, unfortunately, is going to require isolating the section of main that services Patrons on Highview Rd. and Kingswood.  The water valve will be closed off at 1:30 p.m., interrupting service to all E Highview and Kingswood Patrons. The Estimated Time of Restoration (ETR) is 6:00 PM this evening.

Water District Plant Back Online!

Great news!  Avista crews worked overnight, and power was restored around 5:00 AM this morning.  The reservoir had dropped from around 13 feet, when the power was lost, to around 7 feet when the power came back on.

Thank you, everyone, for conserving water use and keeping the system distribution infrastructure pressurized.

The District expects that there will be a draw down of water as people get ready for school and work, but should see the beginning of recovery after this morning's spike in water use.

As the raw water pumps were also down, the District will be manually managing the balance of flow between the sand filters and clear well, with the pumping to the Distribution infrastructure, today to facilitate recovery.


At this time, KCWD#1 is asking Patrons to use water wisely for the rest of the day to help minimize the time for full system recovery.

Avista ETR 1:00 PM Tuesday

Avista has updated their outage Estimated Time of Restoration (ETR) to 1:00 PM Tuesday afternoon.  The water plant pumps will not come on until power is restored. Please continue to minimize water use to avoid depletion of the main reservoir.

Power Interruption to Water System Plant - PLEASE CONSERVE WATER USE

A tree has been blown down at Sunnyside and Wagon Wheel, taking out a pole and the 3 Phase power lines that provide power to the Water System Plant.  All pumps are down at this time, so no water is flowing from the plant to the reservoir or any other part of the Distribution network.  As it will take time for Avista to respond, and replace that pole and repair the down lines, we are asking all Patrons to conserve water use until further notice, to avoid depleting the reservoir completely.


Will update the blog as new information is made available regarding restoration of power.

Update: Bonanza Leak Repaired

Leak repaired on Bonanza around the corner from Kitty Lane.  Mains re-pressurized beginning around 5:45 PM.  All Patrons affected by this break event are asked to flush their lines.  If sediment is observed in water, continue to flush until clear.

Water Outage Reported on Dillon in Bonanza Ranch

A Water Service outage has been reported by a Patron on Dillon in the Bonanza Ranch area of the District.  Suspect another leak on Bonanza.  District personnel investigating.  Will update when information is received.  No estimated time of restoration (ETR) at this time.

NOTICE OF FACILITY PLAN TWO WEEK PUBLIC COMMENT PERIOD

 

The Kootenai County Water District No. 1 (“KCWD#1”, the “District”) Facility Plan has received DEQ Preliminary Technical Approval as of March 14, 2022.  Per Idaho statute requirements, the District will begin a two week Public Comment period beginning Monday, March 28, 2022, ending April 11, 2022.  

Interested parties may submit comments via email to custserv.kcwd1@gmail.com using Subject Line "Facility Plan Comments".  Input may also be given in person to the Board of Directors at a public meeting to be held on Wednesday, April 6, 2022, at the Coeur d'Alene Public Library located at 702 E Front Ave. in Coeur d'Alene, from 12:00 noon to 3:00 PM.

Major Leak on Bonanza Rd.

Update:  Lines began re-pressurizing at approximately 7:00 PM.  All Patrons were advised to flush water through their lines and should have water service restored.  If Patrons are seeing discolored water from their faucets, they should continue to flush lines until clear.


A major leak has erupted on Bonanza Rd.  District crew is responding and will attempt to repair this evening.  Estimated Time of Restoration (ETR) is before midnight this evening.  Patrons on Bonanza, Kitty Lane, and Dillon all affected.

Leak Repair Update

Update 10:30 PM:  Repair of pipe completed closer to 6:00 PM.  Valve turned back on at approximately 5:45 PM.  Water service restored to Patrons.  Extensive road repair at intersection of Silver and Goldrush scheduled for tomorrow, Tuesday.  Please use alternate route.


12:40 PM:  The leak at the intersection of Silver St. and Goldrush has been uncovered and the repair will require isolating the leak by valving off that section of pipe.

Water Service will be interrupted for Patrons on Buckboard, Goldrush, Last Chance, and Cody Rd.  Estimated Time of Restoration (ETR) of water service for those Patrons is 5:00 PM this evening.

Leak at Intersection of Silver St. and Goldrush

Water system crew is working to repair a leak at the intersection of Silver St. and Goldrush.  Please avoid that intersection and use a different route to come and go through that area.  As crew uncovers leak, we will update the blog on possible water service outages in the area.

As of this morning, the reservoir was fully recovered.  We are still having to operate the system in a partial manual mode as there are still some automatic control issues, but there is more than enough pumping capacity to meet normal demand.

Status Update: 6:30 PM Friday, February 3, 2022

This message is from the Board of Directors of Kootenai County Water District No. 1.

On Friday morning, February 3rd, 2022, the problem with the new pump was identified and a plan for resolution was determined.  Prior to doing the final fixes to the piping and valves, a bypass scheme was put in place so that the new pump could begin filling the reservoir until we have sufficient water to be able to take the pumps off line to implement the corrections.

The reservoir is now standing at approximately 7 feet as of 6:00 PM this evening.  There are still some control issues that will need to be worked out over this weekend and the coming weeks, but the system will be monitored and operated in a manual mode as appropriate, to assure that the system continues to meet demand.

Over the next few days, we are asking Patrons to use water as needed, and wisely, with minimal waste so that the system can fully recover more quickly.

The Board of Directors would like to officially recognize and extend a very heartfelt thank you to Patron Brent Regan, who not only volunteered and machined a critical adaptor bushing Wednesday evening, but also identified and solved the issue that was preventing the new pump from coming on line.  If you see him, please extend a sincere thank you to him for lending his extensive engineering expertise to our District through this very serious failure event.

Status Update: 6:30 PM

Pump was started up but is not producing the necessary pressure to open the CLA valve to push water to the reservoir, so we are still operating on the 20 HP pump only.

Work crew will be working again tomorrow morning with the Pump Distributor and Engineering, and others, to figure out why this pump is not operating as it should.


Please continue to minimize water use.

Status Update: Thursday, 4:45 PM

Last night a Patron of the District was able to machine a part to get the motor coupled with the pump stack.  Work crew has been working all day trying to troubleshoot in order to get the pump working.  They have not been successful yet, and work is continuing.


The reservoir is at 1.7 feet.


Please minimize water use!  We are doing everything we possibly can do to get the system back online.

Status Update: 6:00 PM

After getting the parts to mount the new 40 HP pump today, Wednesday, February 2nd, work commenced this afternoon.  Unfortunately, towards the end of the job, it was discovered that there was an incompatibility between the coupler on the motor and pump stack shaft, so the installation had to be halted.  Parts are now being sought to remedy this incompatibility so that the install can be completed.  We do not at this time have a new schedule for completed pump installation.

The reservoir was standing around two feet this evening, down from about two and half feet this morning. 

We must ask you to please continue to minimize all water use immediately until further notice.

Update 3:00 PM Tuesday: Pump Installation Delayed One Day

Service Provider located the necessary parts and is having them shipped overnight.  Scheduled to be on site tomorrow to install the new 40 HP pump.  Installation will most likely take the full day, so not anticipating having the pump back on line until late Wednesday.

Please continue to minimize water use until District notification of full system recovery mode.

Our service provider had some bad news this morning, as they were unable to get some of the critical parts from their sources as expected.  They believe they have located the right parts in the Tri-Cities area and are pursuing getting those picked up. Work to install the new pump that was planned to start this morning is delayed.

Thank you for Continuing to Minimize Water Use!

The emergency phone message that went out this morning reached enough Patrons to not only halt the continued drop of the reservoir level, but as of around 6:00 PM this evening, the water level is back up close to five feet.  THANK YOU ALL!

Also contributing to the improvement today, the Vista Booster small holding tank was being filled via a potable water delivery truck, allowing the valve from that booster station to be closed most of the day, so that it would not draw from the main reservoir.  Another truck will be at the Vista Booster station within the hour to top it off for the evening.

Our goal is to keep all of the mains pressurized until a 40 HP pump is brought back on line.

SO PLEASE CONTINUE TO MINIMIZE WATER USE UNTIL FURTHER DISTRICT NOTIFICATION!

Repair Status:  The old 40 HP pump has been delivered to Premier Electric, and they will be trying to repair it.  However, we believe that our other service provider has been able to obtain the necessary hardware to install the new 40 HP pump tomorrow.  If all goes well, we should be back up and running by late tomorrow evening.

The District service providers are aggressively trying to locate parts to repair the old, or install the new, 40 HP pump.  Until then the 20 HP pump is the only pump that is working to replenish the distribution system.  The reservoir was standing a little over three feet this morning (when full we are at around 14 feet), down from a over five feet yesterday evening.

In addition to other emergency efforts, we have been trucking in potable water to keep the Vista Booster small reservoir filled so that it is not making demands on the main reservoir.

We have had no word about locating a portable potable pump for emergency use as of this morning, so we continue to operate on the one 20 HP pump.

Failure of 40 HP Pump

To all Patrons:

Yesterday afternoon, Friday, the 40 HP pump that moves potable water to the Distribution System/reservoir failed.  The 20 HP pump continues to work, but cannot keep up with the total demand increase usually experienced over a weekend.

The 40 HP pump was disassembled, and confirmed that the bottom bearing and seals of the stack failed.  Our repair service providers are pursuing two options:  1) find a replacement kit to repair this obsolete pump stack, and 2) try to obtain the necessary adaptor hardware to stand up the new pump stack and motor, that we have on hand, in place of the old pump. The best case would be getting either solution installed by end of day Tuesday, but with the recent supply chain issues, it is uncertain that this will happen on that schedule.  Updates will be posted to the blog.

The third option, that is being pursued with our contacts at IRWA is to locate a portable, potable pump to plumb in to where the 40 HP pump was removed to assist the 20 HP pump.  No update as of the time of this notice.

In order to give the 20 HP pump the best chance of  keeping essential water service to all KCWD#1 Patrons, please conserve water use as much as possible until further notice.
