The KCWD#1 Board of Directors has completed their annual review of District 2022-23 budget costs and has approved new water rates for Fiscal Year 2022-23 at the November 16, 2022 Board Meeting. The new water rates will go into effect December 1, 2022.
The new rates are as follows:
Monthly Base Rate (MBWR): $28.00/month
Metered Actual Water Use (MGUR): $1.50/1000 gallons
Important! During the winter months, if meters are not being read, Patrons will be billed only the Base Rate of $28.00/month ($56.00/two months). The June bill will “true up” the billing for Patrons' actual use over the winter months, billed at $1.50/1000 gallons. Alternatively, the District may use your past actual average use to estimate and bill for the monthly use during the winter, in order to minimize the "true up" billing in June.

Metered Actual Water Use (MGUR): $1.50/1000 gallons
Important! During the winter months, when meters are not being read, Patrons will be billed only the Base Rate of $20.00/month ($40.00/two months). The June bill will “true up” the billing for Patrons' actual use over the winter months, billed at $1.50/1000 gallons.

The rate change is based upon the KCWD#1 District 2020 Budget, and will pay for projected operating costs for the year. The new rate structure requires all Patrons (including Dormant and Off accounts) to pay a flat Base Rate of $34.00/month to cover the District Fixed Costs, and $1.25/1000 gallons to pay for the Variable Costs to produce the water. The new rate structure has no tiers, and Patrons will pay for the water they actually use. The District Board will review the rate structure annually, at a minimum, and adjust appropriately. This rate change does NOT include any anticipated Bond Loan repayment amounts, as no loan funds have as yet been received or used.
During the winter months, when meters are not being read, you will be billed only the Base Rate of $34.00/month ($64.00/two months). Your June bill will “true up” the billing for your actual use over the winter months, billed at $1.25/1000 gallons. Almost all KCWD#1 Patrons use less than 5000 gallons per month during the winter months, so you can expect the “true up” billing in June, for the eight months of actual water use under the new structure, to be $50.00 or less ($6.25/month/5000 gallons times 8 months) if your actual use is 5000 gallons or less, in addition to the Base Rate of $34.00/month.
Kootenai County Water District No. 1 Board will bill all Dormant and Off status accounts at the new Base Rate of $34.00/month, effective December 1, 2019.
