Water Service Outage on E Templin Trail

Water Service on E Templin Trail in the the Bonanza area of the District has been interrupted due to a leak discovered this morning.  A section of six (6) inch concrete main is being replaced to repair the leak.  Service is anticipated to be restored by 6:00 PM this evening, Tuesday, December 22, 2020.

KCWD#1 Seeking to Hire a Water System Manager

 District Water System Manager

Kootenai County Water District No. 1 (“KCWD#1”, the “District”), an Idaho Title 42, Chapter 52 Water District, located in Coeur d’Alene, ID, is currently seeking a Water System Manager for immediate employment.

The ideal candidate will:
  • Hold and maintain, at a minimum, valid Idaho Level 1 Treatment and Distribution licenses (DWT1 and DWD1).
  • Have experience, preferably some with Slow Sand Filter Plants, managing and executing the day to day operations and maintenance of the Filter Plant and the Distribution infrastructure, as well as project management, for a District that serves 300-400 connections, ensuring reporting in compliance with all applicable Federal, Idaho State, and Local regulations.
  • Have experience successfully collaborating with professional services, e.g. Engineering Firms and Contractors.
  • Have a demonstrated ability to document Standard Operating Procedures, Job Descriptions with Leveling, Scope of Work when soliciting service provider proposals, and monthly Operations Reports for the Board of Directors.
  • Have experience with hiring and training qualified individuals, planning labor availability to meet budget, schedules, and project deadlines, as well as setting standard labor hours for routine tasks for the operation and maintenance of the District System.
  • Have experience identifying opportunities for operational cost savings through process efficiency improvements, investment to system infrastructure, preventive maintenance, and negotiation of service contracts.
  • Be able to communicate clearly and professionally, verbally and in writing, with Customers, Regulatory Agencies, Service Providers and Vendors, and the Board of Directors.
  • Have basic working proficiency with Microsoft Office applications, esp. MS Word, MS Excel.

Resignation of Water System Manager

To all Patrons:

This is to notify you that Mike Waterhouse tendered his resignation as Water System Manager on Wednesday evening, November 18, 2020, effective at 12:00 noon today, Friday, November 20, 2020.  The Board is arranging coverage to manage the District Water System in the interim, and has begun the process for hiring a new Manager.

Responses to voicemails left on the answering machine at the Pump House may be delayed until interim coverage has been put into place.  Current projects are being addressed as we transition, but you may experience some delays.  We apologize for any inconvenience that this may cause, but we ask for your patience as we put plans into place for the short and long term.

New Water Rates for District FY2021

The KCWD#1 Board of Directors has completed their annual review of District 2021 budgetary costs and has approved new water rates for Fiscal Year 2021 at the November 18, 2020 Board Meeting.  The new water rates will go into effect December 1, 2020.

The new rates are as follows:

Monthly Base Rate (MBWR):  $20.00/month  (was $34.00/month in FY2020)

Metered Actual Water Use (MGUR):  $1.50/1000 gallons (was $1.25/1000 gallons FY 2020)

Important!  During the winter months, when meters are not being read, Patrons will be billed only the Base Rate of $20.00/month ($40.00/two months).  The June bill will “true up” the billing for Patrons' actual use over the winter months, billed at $1.50/1000 gallons.

KCWD#1 Requesting Proposals for Professional Engineering Services

REQUEST FOR PROPOSAL

Professional Engineering Services

 

Kootenai County Water District No. 1, Coeur d’Alene, ID  83814 (the “District”, “KCWD#1”) is seeking Professional Engineering services pursuant to Idaho Code 67-2320.  To view the full Request for Proposal, go to the District’s website at https://kcwd1.blogspot.com/p/rfp-for-engineering-firm.html , the “RFP for Engineering Firm 2020” page.

The intent of this Request for Proposal (RFP) is to select an engineering firm to amend the District’s Engineering Facility Plan currently submitted to the Idaho Department of Environmental Quality (DEQ) and obtain final approval, develop designs and plans for submission to DEQ, and provide project management and engineering oversight of the repairs and upgrades documented in the Engineering Facility Plan. The District’s Project will be funded by a Revolving Idaho State Loan, authorized by a Bond approved by District Patrons in the November 2019 election.

Deadline for submitting proposals will be Tuesday, November 3, 2020 by 5:00 PM.  No proposals will be accepted after this date and time.  The District does not discriminate on the basis of race, religion, gender, age, national origin, and/or non-job-related handicap.

NOTICE IS HEREBY GIVEN that the Kootenai County Water District No. 1 (the “District”, “KCWD#1”) will conduct a public hearing on Wednesday, August 26, 2020, at 6:00 PM at the Fire Station, located at 7739 E Sunnyside Rd., Coeur d’Alene, Idaho, 83814, to consider the Petition for Annexation dated August 8, 2020 by property owner Petitioners as follows:

The petitioners are requesting annexation into the District a subdivided portion of their property located at 7484 E Sunnyside Rd., Coeur d’Alene, ID 83814, the property portion legally identified as COVAN LOTS, LT 1 BLK 1 2750N03W, PID 0-L410-001-001-0.

NOTICE OF PUBLIC HEARING

PROPOSED BUDGET FOR FISCAL YEAR 2020-2021

KOOTENAI COUNTY WATER DISTRICT No. 1

Notice is hereby given that Kootenai County Water District No. 1 (KCWD#1), Kootenai County, Idaho, will hold a public hearing for the consideration of the proposed budget for the fiscal period December 1, 2020 to November 30, 2021, pursuant to the applicable section(s) of Idaho Code.  The hearing will be held at the Fire Station, 7739 E. Sunnyside Road, Coeur d’Alene, ID at 6:00 P.M. on Wednesday August 26, 2020.  All interested resident patrons and tax payers are invited to appear and show cause, if any, why such budget should or should not be adopted.

The proposed revenues and expenditures for fiscal year 2021 have been tentatively approved by the Kootenai County Water District No. 1 Board of Directors (the “Board”) at a public meeting held August 10, 2020.
