Planned Water System Shutdown Today-Minimize Water Use

Update 4:15 PM:  Installation took longer than planned, and leaks in some of the new valves were identified around 3:15 PM when manifold was pressure tested.  Leaks were resolved and pumps turned back on just before 4:00 PM.  Reservoir was depleted to 9.4 feet (full is 13.5 feet) from District use during the shutdown, so thank all of you for minimizing your water use during this planned system down time.  Reservoir is now recovering.

As posted previously, the pumps at the main pump house have been turned off, as of 9:00 AM, in order to allow for the installation of the new pump manifold as part of the Phase 1 Capital Project installation of a new pump that will bring our system into compliance with having redundant pumping capability to meet highest daily peak demand if one of the other pumps fails or is taken offline for maintenance.

The reservoir was full prior to the pumps being turned off, so the District water is being supplied by the reservoir only until the pumps are turned back on, estimated at 3:00 PM.

Please minimize water use until 3:00 PM today to avoid the reservoir level dropping to a critically low level before the pumps can be turned back on.  Thank you for your cooperation.

Water Treatment Plant Planned Shutdown on Wednesday, December 20, 2023, 9:00 AM - 3:00 PM

On Wednesday, December 20, 2023, the main pumps at the water treatment plant will be shut down from approximately 9:00 AM to 3:00 PM to allow for the installation of a new manifold in preparation for the installation of a new pump as part of the KCWD#1 Phase 1 Capital Project.  The reservoir will be filled to maximum before the pumps are turned off, and the District will be running on the stored reservoir water until the pumps are turned back on after installation is complete.

This shutdown timing is planned around a typically low use period of the day, but the District is asking that all Patrons restrict their water use from 9:00 AM to 3:00 PM on Wednesday, December 20th, to minimize the depletion of the reservoir.

The work may be completed earlier than expected, and if so, the blog will be updated on Wednesday.  Please monitor the blog for status updates and additional information.

There will be a planned water service outage for Patrons on Last Chance and Wagon Wheel tomorrow, Friday, November 10, 2023, beginning at noon, to allow project contractor Big Sky to tie in the new main on Goldrush Rd. to the existing Wagon Wheel main.  ETR (Estimated Time of Restoration) is 3:00 PM.

Patrons who have had their water service interrupted, should open one inside tap slowly to vent any air that may have gotten into their plumbing, and then flush their lines until running water is clear during first use.

Goldrush Rd. Main Replacement - What to Expect

During the last few days, there have been some unexpected water service interruptions as construction continues to replace the main on Goldrush Rd. as part of the Phase 1 District Infrastructure Replacement Project.  This is primarily due to two factors:

1. In parts of the District, and especially in the older parts of the Bonanza District, there are undocumented service lines that are routed across the road.  While the District and Contractor do their best to locate and mark where the existing water lines are, these undocumented lines are difficult to locate, and can be damaged when excavation is done to construct the new water main.  These breaks need to be repaired on an emergency basis so that construction can continue, and will require water service outages during those repairs.

2. The old mains are very old and brittle, and existing leaks, and failures of these old pipes (possibly due to the construction vehicle traffic), will need to be repaired on an emergency basis if it is determined that not doing so will impede construction of the new mains.  These emergency repairs will require water service outages to the Patrons that are serviced by these old mains.

 

KCWD#1 will do its best to give advanced notice of these water service outages, but this is not always possible, as the repairs are having to be done as they occur.  Please refer to the KCWD#1 blog for specific information and updates during these events.  Thank you for your patience and understanding. 

Water Service Interruption on Goldrush Rd./Wagon Wheel Rd. 7:45 Thursday AM

KCWD#1 crew will need to make an emergency repair to a leak on the old main on Goldrush this morning as it is affecting the construction of the new mains.  Patrons on Goldrush Rd. and Wagon Wheel Rd. will experience water service interruptions with ETR (Estimated Time of Restoration) of 11:00 AM.  The District advises those Patrons who have had their water service interrupted, to open one inside tap slowly to vent any air that may have gotten into their plumbing, and then flush their lines until running water is clear during first use after water service is restored.

Water Outage on Goldrush

Update 12:00 PM:  Fortunately, repair took much less time than originally estimated.  Water service has been restored.  All Patrons who had their water service interrupted should open one inside tap slowly to vent any air that may have gotten into their plumbing, and then flush their lines until running water is clear during first use.


Construction crews have hit an unmarked two inch line on Goldrush Rd.  Water service will be interrupted on Goldrush with an ETR (Estimated Time of Restoration) of 3:00 PM this afternoon when repairs can be completed.   As always, we advise those Patrons who have had their water service interrupted, to open one inside tap slowly to vent any air that may have gotten into their plumbing, and then flush their lines until running water is clear during first use after water service is restored.

Water Service Interruption Wagon Wheel Road

Update 3:10 PM:  Break is repaired, and main is being re-pressurized.  As always, we advise those Patrons who have had their water service interrupted to open one inside tap slowly to vent any air that may have gotten into their plumbing, and then flush their lines until running water is clear during first use.

District Contractor has hit a two inch main on Wagon Wheel Rd. that requires emergency repair.  Patrons on Wagon Wheel Rd., and any other Patrons fed from this two inch main, will experience water service interruption until the line is repaired.  ETR (Estimated Time of Restoration) is 5:30 PM.

As District documentation is not always accurate, some water lines are not shown in any available plans, and although the District and the Contractor are doing their best to do locates to minimize accidental breaks, some unknown water lines may be discovered (and hit) during this first phase of the capital improvements work to the KCWD#1 distribution network.

Scheduled Work on Raw Water Pump and Well

Update Saturday, September 9, 2023:

The 60 HP intake pump was repaired and put back online Friday.

The Raw Water Well Cleaning will now be done this Wednesday, September 13, 2023, due to reschedule by Service Provider.

Tuesday, September 5th, the 60 HP raw water intake pump will be pulled to be transported to a service provider for repairs.  The shop will be able to turn this repair around quickly, and the District is anticipating that the pump will be re-installed and back online in 48 hours, or less.  In the meantime, the system will be running on the the secondary 40 HP pump.  Fortunately, with the weather turning colder and the recent rain, the 40 HP pump should be able to keep up with the current demand.

Thursday, September 7th, is the re-scheduled date for the Raw Water Well cleaning that was postponed due to the service provider's obligation to work with fire fighters during the recent wild fires in the area. The District will put into place measures to ensure that the system is able to meet demands while the raw water intake is taken off line during the cleaning and re-start process.

Raw Water Well Cleaning Re-Scheduled to Tuesday or Wednesday, August 22nd or 23rd

The planned cleaning of the Raw Water Well which was originally scheduled for today, Thursday, August 17, 2023, has been rescheduled to next Tuesday or Wednesday August 22nd or 23rd.  This was due to the service provider having an issue on another job, delaying that completion in time to clean the KCWD#1 well today.

Prior to the well cleaning, all SSF Bays will be filled, and potable water trucks are scheduled to deliver water to the clear well during the cleaning process, to keep the system running.  The cleaning will begin around 11:00 AM on Tuesday or Wednesday, and is estimated to take around four hours. 

Please continue to use water wisely throughout this week until the raw water intake well is cleaned, and the District can verify an improvement in the raw water quality to improve efficiency of the SSF's throughput going forward.

System Status: Saturday August 12, 2023

The SSF Bay that was cleaned on Thursday is back online as of last night and the system has recovered and is keeping up with the restricted demand.  Thank you for continuing to conserve water use.

The Raw Water Intake Well, below the intake pumps, is scheduled to be cleaned this Thursday, August 17, 2023, and until then, the SSF Bays are having to filter raw water with higher than desired turbidity, leading to faster build-up on top of the sand filtering materials, slowing the rate of filtered water flow over a shorter interval between cleanings.

Please continue to use water wisely throughout this week until the raw water intake well is cleaned, and the District can verify an improvement in the raw water quality to improve efficiency of the SSF's throughput going forward.

Bay Cleaning scheduled for Thursday, August 10, 2023 - Turn off landscape watering!

The SSF Bay that was cleaned a few weeks ago, has once again stopped performing due to the build-up phenomenon we observed previously.  The District will clean this SSF Bay again, with a different process that seems to have worked better on the recent Bay that was cleaned.

In addition, August 17, 2023, a special cleaning of the well below the raw water intake pumps is scheduled, as we believe that this may be the major contributor to these rapid build-ups of the hard sediment layer that is causing the fast deterioration of water flow through the SSF Bays.

We are asking that all Patrons conserve their water use by turning off all landscape watering beginning today, and through Saturday, August 12, 2023, so that the system is prepared to handle household water demand as we take this SSF Bay offline on Wednesday evening.

System Update: Wednesday, August 2, 2023

The second SSF bay which was cleaned on Monday is back online, and System operations have improved.  Thank you for keeping your water use down through this morning, as it has allowed the system to recover to full levels in both the clear well and reservoir as of mid-morning.

The remaining SSF bay is scheduled to be cleaned at the end of this week, but the District has to get final confirmation that the additional labor they need will be available on this schedule.

Water use can return to "normal", on the odd/even landscape watering.  Please do not double up your watering times to "make up" for the odd/even watering schedule.  The clay soil in this area actually is better watered for short durations at multiple times during the early morning and evening, as it saturates quickly, and either runs off or is evaporated, and does not require a total of twice the amount of water if you were watering once or twice a day.

The District is also investigating and working on a plan, with DEQ and our Engineering firm, to identify services and compliance requirements with all environmental regulations, to clean the "well" under the raw water intake pumps, as we believe that this may be a major contribution to the faster than normal build-up on the SSF's which is reducing the system's ability to filter a sufficient amount of raw water over a longer interval between cleanings.  Updates will be posted to this blog site as the plan is finalized.

System in Recovery

Update 2:00 PM, Tuesday, August 1, 2023:  Thank you to all the Patrons for conserving on water use over the evening last night and into today.  Although there was a draw down in the reservoir, it was less than the last two previous days, and the system was able to hold levels.  The second (previous blog stated it was the third bay cleaned in error; now corrected) SSF bay that was cleaned should come back on line this evening and the two cleaned bays should be able to  recover the system completely and handle a "normal" demand as long as District Patrons stick to the odd/even day watering schedule for the rest of the season.

Please check back to this blog this evening to confirm the lifting of the water use restrictions beginning tonight.

NOTE:  The third bay is scheduled to be cleaned, but with two bays running well, there should not be a need for additional water use restrictions during this process.

24 Hour Emergency Water Use Conservation

This message is from the Kootenai County Water District No. 1 Board of Directors.

The second bay was cleaned today, and unfortunately, we are seeing a very high consumption of water, including Patrons who have ignored the restriction on landscape watering.  The result is the system is at seriously low levels in the contact chamber and reservoir, despite having potable water trucks delivering to the contact chamber all day.  We are now at high risk of the reservoir dropping to critically low levels overnight, without the ability to recover. 

As requested before, we need everyone’s cooperation to turn off all outside landscape watering immediately for the next 24 hours at a minimum, along with conserving use of water to essentials only.

If you received a door tag notifying you of non-compliance from the District during this last call to turn off landscape watering, please comply now with this urgent conservation request.

The District will also be monitoring the District areas during the next 24 hours to enforce the conservation in order to avoid a serious loss of pressure in the distribution system that could lead to possible contamination and a boil order for all Patrons.

As not all Patrons may be reached by this emergency call, please let your neighbors know what is happening when you see them.

Water System Update 2:30 PM, Friday, July 28, 2023

The cleaned bay is performing better than expected, and at this time the District is clarifying that "essential use" of water is to include normal household use:  Cooking, Laundry, Dishes, Showers and toilet use, watering of food gardens (hold off on ornamental and landscape watering until the third SSF bay is cleaned and back online!), and, of course, water for pets and livestock.

Thank you to all Patrons that are, and are continuing to, conserve on their water use.  Based upon the numbers we are seeing at the plant, there has been widespread cooperation, and it has made a huge impact on the District's ability to keep water flowing to all Patrons.

Update on Bay Cleaning/Water Use Restrictions

One Slow Sand Filter (SSF) bay has been cleaned, but is still in the flushing process to enable bringing it back online.  It is anticipated to be brought back online later tonight.  The District is still having to supplement water production with daily potable water trucks (Note:  the largest truck holds 3500 gallons; compare that to the system reservoir that holds 100,000 gallons) coming multiple times to fill the contact chamber to keep the reservoir from going to a critically low level.

The next SSF bay to be cleaned will begin Monday, with it going offline Sunday evening to start the draining process down to the level required for the cleaning process.

Because we still do not have enough production of filtered water (even with the clean bay going back online tonight) to meet the normally high demand at this time of the year, please continue to minimize water use to essentials only, including turning OFF all outside landscape watering, until we get the second bay cleaned and back online.

Thank you for your cooperation in helping ensure that we keep this critical system running to provide essential water needs for all of the District Customers.

EMERGENCY NOTICE RESTRICT WATERING

This message is from the Kootenai County Water District No. 1 Board of Directors.

We are seeing an unusual buildup on the sand filters that is inhibiting water flow, reducing the potable water that the system can filter.  The District will be doing two successive emergency sand filter bay cleanings beginning tomorrow morning, only taking one bay off at a time.  Please turn off all outside watering and reduce water use to essential needs only effective immediately until further notice.  The best case will be a 72 hour restriction, but may have to be extended.

At this time, the District is trucking in potable water to barely keep water levels in the contact chamber and the reservoir from dropping to critically low levels. 

We need everyone’s cooperation.  As not all Patrons may be reached by this emergency call, please let your neighbors know what is happening when you see them.

Emergency Replacement of Section of Little Joe Rd. Main

Update 4:20 PM:  Work to replace 30 feet of pipe is complete and mains are being re-pressurized.  Patrons who have had their water service interrupted during this emergency repair should flush their lines until running water is clear during first use.


2:00 PM:  A 30-40 foot section of the Little Joe Rd. main is in the process of being replaced in order to stop additional leaks and to shore up this old main section until its eventual replacement as part of the larger District Capital Project.  Patrons on Little Joe, Cartright, Reagan, Hoss, and Allen Rd. will experience water service interruptions until the repair is completed.   ETR (Estimated Time of restoration) is 5:00 PM this evening.

Landscape watering can be resumed as of Wednesday morning, July 12, 2023, but KCWD#1 is asking that all Patrons water on an Odd/Even Day schedule; i.e. if your address is an odd number, set your watering timer to water on odd days only; if your address is an even number, set your watering timer to water on even days only.  Likewise, manual watering should be done on this same schedule.  The District is asking that this measure be in place throughout the rest of July, August and September.

Why are we asking for this schedule?

The reservoir level recovered over the last two days, and we have determined that this latest break on Little Joe Rd, was a large component of the water demand and the draw-down of the reservoir.  However, even though that particular break was repaired, there is evidence that this main has additional breaks.  The District has planned to begin a 30-40 foot replacement on Wednesday morning to attempt to proactively shore up this particular main.

In short, the water system continues to be at risk of a prolonged interruption due to a rupture of one of the many old mains of the system (which are scheduled to be replaced beginning this year and into next year).  By staggering the watering schedules, Patrons will be helping to reduce the daily draw down of the reservoir, allowing recovery in a shorter number of hours each day.

This message is from the Kootenai County Water District No. 1 Board of Directors.

Please stop all outside landscape watering effective immediately until further notice.  The reservoir has been dropping in the early morning hours to very low levels and the system has not been able to recover the demand over the day.

We are trying to determine what the cause is, including the leak which was discovered yesterday.  Work on this emergency repair continues this morning as we were not able find the exact location until last night.

Thank you for your cooperation.  As not all Patrons may be reached by this emergency call, please let your neighbors know what is happening when you see them.

Emergency Leak Repair on Little Joe Rd.

Update 6:20 PM:  With the main pressurized the crew was able to locate the leak.  However, they will not be able to repair it until tomorrow morning, since they only have enough time this evening to do the work to make the road safe for residents for the night.  The plan is to begin work tomorrow around 7:00 AM, with ETR around noon.  Since the isolation valves need to be closed tonight to stop water loss, patrons on Little Joe, Cartright, Reagan, Hoss, and Allen Rd. will again have their water service interrupted tonight and until the repair is completed tomorrow. 


Update 4:50 PM:  Crew has been unsuccessful at finding the exact location of the leak after digging for six hours.  They have re-pressurized the main to see if that will help aid in tracing back to the break.  Historically, when leaks have surfaced in this area, the actual break could be as much as 100 feet away from the location of the surfacing water.

All Patrons that have had their water service restored at this time are advised to fill their bathtubs, or other water containers, for use overnight (e.g. toilet flushing), as the isolation valve will have to be turned off again when the location of the break is found and the repair work on the pipe is performed.

The District crew will continue to dig for a few more hours to try to locate this break, but work may have to be continued tomorrow morning for this emergency repair.  Thank you for your patience.


July 9, 2023, 7:50 AM:  A leak has surfaced near the 6400 block of Little Joe Rd. in the Bonanza area of the District.  KCWD#1 crew has responded and will begin emergency repairs this morning.  Patrons on Little Joe, Cartright, Reagan, Hoss, and Allen Rd. will experience water service interruptions until the repair is completed.  The exact location of the break may be difficult to locate, so ETR (Estimated Time of restoration) is 7:00 PM this evening.

June 28, 2023, Wednesday 9:00 AM:  District crews responded this morning for a third time this week in the vicinity of the 1300 block of Bonanza to perform an emergency leak repair that developed overnight.  ETR is this afternoon depending on what is uncovered.  Patrons on Kitty Lane, Dillon, and Bonanza will experience water service interruptions until repair work is completed.

Monday, June 26, 2023, 4:45 PM:  District Crew was able to repair the leak in the 1400 block of Bonanza from yesterday, but after a few hours into re-pressurization, another failure of the main occurred  up the line in the 1300 block of Bonanza.  The crew is working on this repair and expects and ETR of 8:00 PM.  The same Patrons on Bonanza, Kitty Ln., and Dillon (south and north of Capt. John Mullan) will once again have their water service interrupted until this latest emergency repair is completed.

More Repairs on the Leak near the Reservoir

Update 2:45 PM:  Repair is complete and re-priming of system in process. 


Second, more permanent, repairs on the main near the reservoir are under way, and should be complete by 2:00 PM.  Patrons may see lower than normal pressures as the system is currently working off the smaller pump in the main pump house while the Reservoir main is isolated for the repair.

Water System is Fully Recovered - Normal Water Use Can Resume

The KCWD#1 water system is fully recovered and is operating normally at this time.  Outside watering and normal water use can be resumed.


The repair of the leak on the main near the reservoir will be done sometime next week, but is not anticipated to cause any interruption of water production or service.  This repair will allow the system to operate as it has in the past, but the District will be incorporating improvements to this infrastructure during the build of the new reservoir in the Capital Improvements Phase 2 Project, now in the Engineering design stage.

Board Decision on Status of Resolution 2021-02 Temporary Suspension of Water Hook-ups

At the Wednesday, May 24th, Meeting, the Board voted to approve a summary document on the status of the Temporary Suspension of Water Hook-ups that was enacted by Resolution 2021-02.  The link to the document, that was read aloud at the Board Meeting, can be found on both the Resolution 2021-02 and the Board Resolutions pages listed in the upper right hand of the blog Home page.

Update on Water System Recovery

SSF Bay 1 was cleaned on Wednesday and is in the finishing stages of the flushing process before being brought back on line.  In the meantime, a significant leak was uncovered on the eight inch main up near the reservoirs.  Because the leak location cannot be completely isolated, it will need to be repaired under pressure.  The District is consulting with a contractor today to determine the best way to accomplish this, and are hopeful that it will be repaired today.  

There has been some recovery of the reservoir and system even with this new issue, and the District wishes to thank all of the Patrons that are conserving their water use, including turning off all outside watering during this time.

An update will be posted later this evening after more information becomes available.

Stop All outside Watering Until Further Notice!

Update 7:30 PM Monday Evening:

Over last week, the system has had several unrelated failures that all contributed to the loss of water production.  This has included a Cla-Val valve failure at the raw water intake, failure of the water level float in the upper clear well, and the water leaks that were repaired last week.  In addition, SSF#1 (Slow Sand Filter #1) requires cleaning to increase production of filtered water.  Although the failures have been fixed, the net result, with the increase in water use, is the system was not able to recover without taking additional measures.

The District trucked in potable water today to recover the lower clear well, and will do so as long as needed, in order to maintain and help recover the water system.

Please continue to turn off all outside watering, possibly until this weekend, and reduce water use to essentials, until the District indicates that the system has recovered.

Emergency Leak Repair on Goldrush

An emergency leak repair was needed Thursday evening on Goldrush in the Bonanza area of the District. Patrons in that area experienced water service interruptions until the leak was repaired.

Repair was completed at approximately 11:00 PM and mains were re-pressurized.   Patrons that have had their water service interrupted during this emergency repair should flush their lines until running water is clear during first use.  Thank you for your patience.

Second Leak on Bonanza Undergoing Emergency Repair

3:00 PM:  Another leak, located near the one that was repaired yesterday, has surfaced today and is under emergency repair.  Unfortunately, the same Patrons on Bonanza, Dillon and Kitty Lane who were affected yesterday, will again have water service interrupted until the repair is complete.  ETR (Estimated Time of Restoration) is not until around midnight tonight.


Please note that these particular mains are part of the Phase I water lines replacement project set to begin construction within the next few months, greatly reducing the risk of future main breaks in these areas.

9:00 AM:  An emergency leak repair is underway in the Bonanza area.  Unfortunately, the leak is in a difficult location, so repair excavation will be slower than usual in order not to cause any other utility disturbance.  Patrons on Bonanza, Kitty Lane and Dillon will experience water service interruption until the leak is repaired.  Estimated Time of Restoration (ETR) is by end of today around 5:00 PM.

Leak Repair on Bonanza Road

Leak Repair Update:  1:30 PM

Leak has been repaired and Water Service restored beginning around noon.  Patrons are advised to flush their water lines if any discoloration of water is observed after restoration.

A leak was discovered on Bonanza Rd. this morning, Saturday, January 14, 2022.  KCWD#1 crew is on site awaiting "locates" before they start to excavate to repair.  During the repair, the leak will be isolated by closing certain Main valves.  Patrons on Bonanza, Kitty Lane, and S Dillon will experience water service interruptions during the repair work.  ETR (Estimated time of Restoration) of service is no later than 4:00 PM, and if all goes well, may be earlier.
